Phase I Environmental Site Assessment

In Ontario, there are certain requirements that must be met when it comes to contaminant levels in soil and groundwater. A Phase I Environmental Site Assessment (ESA) is the first step in understanding the environmental conditions of your site, and is often recommended or required before purchasing, developing, or refinancing a site.

Our Phase I Environmental Site Assessments start by finding out your development goals. Specifically:

  • When the site is being developed
  • How it is being developed
  • If it will be developed for sensitive land use
  • Refinancing or due diligence requirements if the site is already developed

We’ll then complete thorough, in-depth research on the history of your site, including:

  • Air photos
  • Topographical, geological, and hydrogeological mapping
  • Land use and ownership records, including title searches and survey plans
  • Municipal, provincial, federal, and private environmental database searches
  • Any available environmental reports previously completed by others

We’ll perform a site visit to take detailed notes and photographs and speak with one or more people who are fully knowledgeable about the site. In a Phase I Environmental Site Assessment, we won’t take any samples or disturb anything – it’s completely non-intrusive.

Once our assessment is complete, you will be presented with a comprehensive report detailing the environmental history of your site and identifying the presence or absence of any potentially contaminating activities. Next steps could be further investigation, the filing of a Record of Site Condition, or a successful purchase or refinancing agreement.

Phase II Environmental Site Assessment

If your Phase I Environmental Site Assessment identifies the potential for contamination, the next step is to determine whether or not it’s actually present with a Phase II Environmental Site Assessment.

A Phase II will focus more specifically on the potentially contaminated area(s). Usually, these investigations involve soil or groundwater sampling using specialized equipment. McIntosh Perry has considerable expertise in planning and completing Phase II ESA investigations, and we partner with qualified third-party analytical laboratories to ensure that our samples are analyzed quickly, reliably, transparently, and at a competitive price.

Once we receive the lab results, we’ll produce a detailed report that will seek to tell you everything you need to know about the soil and groundwater conditions of your site:

  • Is contamination present in soil or groundwater?
  • How deep does the contamination go?
  • How much is contaminated?
  • What are the risks and liabilities?

Any questions we can’t answer may require further investigation. This will help determine our next steps.


If the concentrations of contaminants in your soil or groundwater exceed the applicable standards, an environmental remediation program may be required to reduce concentrations or remove contaminated material. McIntosh Perry offers remediation services that will lower contamination levels safely and effectively.

Depending on the type, location, and extent of contamination, several methods for remediation are possible, including:

  • Digging and physical removing the contaminated soil
  • Pumping and treatment of groundwater
  • In-situ chemical oxidation
  • Bioremediation
  • Installation of physical or physico-chemical barriers

We’ll perform a remedial options analysis and create a plan for your site. We’ll reach out to approved contractors, develop tendering documents, and manage the entire process.

After every remediation, we always take fresh samples to confirm that the process was successful, so you never have to worry about anything being missed.


Hydrogeology, the study of groundwater, can be of critical importance to the success of a project, whether you are severing or developing a rural lot to be serviced by a water well, managing groundwater inflow on a large construction project, or simply protecting the water quality at the wells surrounding your project site.

Through a detailed geological records review, McIntosh Perry can perform an in-depth assessment of existing groundwater conditions. Based on your site’s intended use and the potential impacts, we may install and test monitoring wells or sample existing water wells nearby.

We have successfully completed hydrogeological services ranging from grouting inspections of new residential wells to complex construction dewatering projects for high-rise buildings and multi-year hydrogeological studies in support of quarry and landfill developments.
