The City of Barrie is in the process of updating the Multi-Modal Active Transportation Master Plan (MMATMP) to assess future transportation needs to support growth to the 2041 horizon year based on the Provincial Growth Plan for the Greater Golden Horseshoe. It is understood that Phase 1 & 2 of the Municipal Class Environmental Assessment will be completed for Dunlop Street West under the City’s MMATMP Update. The City retained MP to proceed with this Municipal Class EA Study by confirming Phases 1 & 2 findings from the MMATMP Update, and undertaking Phases 3 & 4 to determine City’s transportation needs on Dunlop Street West as well as complete the preliminary design of the preferred alternative identified during the MCEA process.
This Class EA Phases 3 & 4 evaluated alternative design concepts for the Dunlop Street West crossing over Highway 400, and the road sections and associated intersections between Ferndale Drive and Anne Street, to determine the most appropriate design for the improvements recommended in the City’s MMATMP. The Study considered the associated impacts to the natural, cultural, social and technical environments, gathered input from agencies, affected groups and the general public within the Study Area, and documented the planning and decision-making process in an Environmental Study Report (ESR).
The study included traffic assessment, topographic survey, phase 1 environmental site assessment (ESA), hydro-geological assessment, natural environment assessment; stage 1 and 2 archaeological assessment, cultural heritage landscapes and built heritage resources screening, noise impact assessment, preliminary design, and public/stakeholders consultation. Two Public Information Centres (PICs) were held to present the project, review the study scope and discuss issues related to the project including alternative solutions, evaluation criteria, environmental impacts and mitigation measures. An Environmental Study Report (ESR) has been prepared and is available for public review and comment.
